Broker/Custodian Pre-Matching is a matching process conducted between Brokers and Custodians for instruments traded on Hong Kong Exchanges and Clearing Limited. It can improve settlement efficiency and reduce settlement risk by highlighting discrepancies at an early stage in the trade life cycle.

FinNet provides the necessary infrastructure to support the Pre-Matching process.

Electronic Submission of Financial Resources Returns (e-FRR) e-FRR was launched by the Securities and Futures Commisssion (SFC) to improve the efficiency and security of the submission of monthly financial resources returns by the brokerage firms. User of HKPost e-Certificate(Organiztional) can sign and submit returns with digital signature through the system.

e-Circulars provides an electronic mean for all registrants to receive SFC circulars. Automatic alert to your FinNet email account and archive browsing are provided to facilitate the reading of circulars.

e-Consultation provides an electronic mean for all registrants to receive SFC consultation papers. Automatic alert to your FinNet email account and archive browsing are provided to facilitate the reading of consultation papers.

e-Newsletters brings to you the monthly SFC Alert which is a newsletter for investors and intermediaries to inform the reader about the recent news and development of the securities industry and its regulation.

A secure information exchange utility for SFC to pass on FRR related information to HKEx on regular basis.

e-Publications is a collection of annual/quarterly reports and special report issued by the Securities and Futures Commission.

SFC Enforcement Reporter is a monthly email alert issued by the Securities and Futures Commission to all FinNet members with content containing the SFC's enforcement action press releases for the month and a brief commentary.

Securities Regulator Info Alert is a collection of securities regulator related news worldwide prepared by the Securities and Futures Commission (SFC) for sharing with interested members.

DI System provides a secure channel between HKEx and SFC for transmission of Disclosure of Interests (DI) information. Only authorized staff from HKEx and SFC can get access to this service.

CCASS/3 is a new generation of the Central Clearing And Settlement System implemented by HKEx.

CCASS/3 is designed to provide efficient and dynamic clearing and settlement by adhering to international standards for securities messages and providing interactive communication with market participants through a standard message-based application program interface.

CARS provides a consolidated view of the open and cash positions of Hong Kong Exchange participants, who are common members at the clearing operations of the HKEx. The CARS reports are delivered to the Securities and Futures Commission over the FinNet on a daily basis.

Submission Through Electronic Transmission (STET)

STET was launched by the Hong Kong Monetary Authority (HKMA) to improve the efficiency and security of the submission of returns by authorised institutions. It allows users to submit returns through electronic transmission. Participating authorised institutions can input and edit banking return data on their computers and transmit the data to the HKMA through a secured private network. The possibility of the message being intercepted by unauthorised parties is therefore reduced. In addition, the STET system eliminates the physical delivery of hard-copy and diskettes of returns.

Under the Banking (Amendment) Ordinance 2002, the Hong Kong Monetary Authority ("HKMA") is required to maintain a register containing specified particulars of the relevant individuals who are engaged by registered institutions ("RIs") in relation to regulated function(s) in one or more activities regulated under the Securities and Futures Ordinance. The HKMA register shall be made available on-line for public inspection. The HKMA has therefore set up a web-based online submission system ("e-Register System") within the existing HKMA Private Website ("PWS") with a view to ensuring an efficient and secure communication channel for RIs to submit to the HKMA the required information in respect of relevant individuals.

Electronic Initial Public Offering (e-IPO)

e-IPO on FinNet is the backend processing of share subscriptions between brokers and share registrars. Currently, there are two channels for brokers to submit data to a share registrar electronically. Firstly, data are recorded on a CDROM which is then delivered to the share registrar by hand. On the other hand, brokers may submit data to the share registrar by e-mail through FinNet.

Dun & Bradstreet is the appointed exclusive service provider of Hong Kong's first Commercial Credit Reference Agency (CCRA). A key objective of the CCRA is to give small and medium-sized enterprises improved access to credit. At the same time, the CCRA brings benefits to credit providers in the form of better credit risk management.
